Creating a county

families can rely on

Our county needs leadership that takes public safety seriously while making smart decisions on housing and economic growth.

I am running for county board to bring practical solutions that strengthen families and communities.

Help move Winnebago County forward on March 17th.

about Sully Cadengo

My name is Sully Cadengo, and I’m running for Winnebago County Board District 10.

My husband, Ivan, and I chose to raise our family in Rockford. Now, I want to give back by helping create safe, strong neighborhoods where every family has the chance to succeed.

A smiling woman and a man standing outdoors near a river or lake during winter, dressed in dark jackets, with city buildings in the background.

As a working mother, I understand firsthand the challenges families face in balancing work, care, and financial stability. I have observed disparities in access to resources and opportunities, and I believe policy decisions should reflect the diverse needs of all residents. Too often, decisions are made without fully considering how they will impact everyday families, which is why I want to bring a working-family perspective to the County Board.

As a licensed Realtor and the President of the Rockford Regional Hispanic Chamber of Commerce, I will use my experience to promote effective economic development, housing policies, and community-focused solutions. My background has given me a unique perspective on equity, inclusion, and opportunity. I am committed to ensuring that leadership is earned through dedication and service—not tokenism or stereotypes.

I am committed to genuine and inclusive representation by listening to residents, asking questions, and translating input into effective action. If elected, I will work to reduce crime, strengthen families, and ensure county policies support safe neighborhoods, economic growth, and responsible use of public resources.

I am ready to serve with integrity, diligence, and a focus on results, and I invite the community to join me in shaping a county that works for everyone.

Experience you can trust

For years, Sully has connected with her community helping bridge gaps in resources and opportunities. As a caring neighbor and dedicated advocate, she has worked closely with local organizations to give back and strengthen the community. As a licensed Realtor and Founder of the Rockford Regional Hispanic Chamber of Commerce, Sully has listened to the real concerns facing families and she is ready to bring their voices to the county board.

The Winnebago County Board oversees county services, including law enforcement, public health, transportation, and housing initiatives; reviews zoning, planning, land use, and permits; and sets the budget and property tax priorities that impact all of us.

What Our County Needs

My plan for a strong economy, safe communities, and housing people can afford

JOBS & LOCAL ECONOMY

As President of the Hispanic Chamber, I’ve helped dozens of businesses open their doors, navigate red tape, and access needed resources. On the County Board, I will work to responsibly reduce barriers that businesses face so that they can grow.

PUBLIC SAFETY &. CRIME

I will work with my County Board colleagues and the Sheriff’s Department to ensure there’s effective crime reduction in our community.

This includes adequate mental health resources to help people in crisis.

HOUSING & AFFORDABILITY

My expertise as a realtor will help improve our zoning laws and housing policy. I understand that the housing crisis is more difficult than just “building more housing,” and I will ensure any changes create diverse housing options that will allow people of all backgrounds to find housing in our community.
